James F. (Jim) Thompson
With more than 40 years of expertise in infrastructure project development, engineering, construction, and facilities management around the world, Jim Thompson is a recognized industry leader given his vast technical and business background on diverse projects in equally diverse environments. Before founding DCCM, Jim held key roles at a leading global engineering firm, including serving as Group CEO of International Government Services and President of regional operations covering the southern and southwestern United States. Earlier in his career, Jim was President & CEO of JF Thompson (Thompson Engineering), a civil and structural engineering consulting and surveying firm providing services to public and private clients throughout Texas and the Gulf Coast. Over the years, Jim has overseen the planning, design, and construction of infrastructure capital investments totaling hundreds of billions of dollars across multiple sectors worldwide. His experience spans strategic growth initiatives, P&L management, and the direct leadership of thousands of employees across the U.S. and internationally. Jim is a registered professional engineer in both civil and structural disciplines.

Tyler P. Jones, PE, PMP, is DCCM’s Chief Development Officer and West Region COO. Tyler’s 28 years of professional consulting experience has included water infrastructure design and construction management, program management, disaster recovery and environmental compliance permitting, and remediation. Tyler directs the development and implementation of DCCM’s growth strategy in the Transportation, Water, and Power/Utilities markets as well as climate resiliency and disaster recovery. He is passionate about bringing diverse teams together to deliver Future Ready strategies for growth in the civil infrastructure marketplace.

Mike Gallagher has oversight responsibility for DCCM’s accounting and finance, human resources, IT, legal and real estate functions. He has over 35 years of experience working in senior finance and administrative roles for professional service organizations, both public and private, national and international. As an operational CFO, he is skilled at working with senior management on defining, building and executing business goals and objectives.

JR Reddish
JR Reddish, PE, FNSPE, FSAME, LEED Green Associate, is a seasoned engineering executive with both domestic and international engineering experience as well as significant leadership roles in the private and public sectors. Having previously served as a regional President, JR assumed the COO, Central Region responsibilities for DCCM in July of 2024. JR is a Professional Engineer with 40+ years of experience and a Fellow with both the National Society of Professional Engineers and the Society of American Military Engineers.

Darrin Willer
Darrin Willer, PE, FSAME serves as Exec. VP, National Transportation Business Line Leader at DCCM, bringing more than 35 years of experience delivering complex transportation infrastructure projects across the United States. He works with teams nationwide to pursue and deliver major highway, toll, and interchange programs while supporting the continued growth of the DCCM. Throughout his career, he has contributed to projects with a combined construction value exceeding $35 billion, including leadership roles on transformative initiatives such as the $15 billion North Houston Highway Improvement Project. Prior to joining the consulting industry, Darrin served as a Combat Engineer Officer with the U.S. Army’s 101st Airborne Division (Air Assault), an experience that shaped his mission-focused and team-oriented leadership approach. He is also active in industry leadership, serving as Vice Board Chair and Legislative Policy Committee Chair for the Transportation Advocacy Group, past Board Chair of the North Houston Association, and President and Fellow of the Society of American Military Engineers.

With over 45 years of public infrastructure, transportation, and private development experience in Texas, David Hamilton, PE, is an industry leader driven to success through delivery of significant projects, great client relationships, and surrounded by amazing staff. His notable projects include the Tomball Tollway for HCTRA, substantial water pipeline projects for the City of Houston and water authorities, extensive public infrastructure and transportation projects for cities and counties throughout Texas, as well as an impressive resume of mixed-use, commercial, and residential/MUD projects in the Houston region. He served as a regional Executive Vice President since 2010 and, in his current role with DCCM, is responsible for driving growth across Texas.

Parker Thompson
Parker Thompson serves as VP, Corporate Development at DCCM. In this role, he plays a key role in the company’s strategic growth initiatives, supporting mergers and acquisitions, transaction diligence, and the integration of newly acquired firms as the platform continues to expand. Parker also helps lead monthly operational reporting and performance analysis across the platform while working closely with operations, accounting, and marketing teams to strengthen coordination and collaboration across the DCCM organization.
A Texas A&M graduate, Parker began his professional career with Plains, a prominent midstream oil and gas company, where he ultimately led the Capital Projects Group responsible for delivering approximately $2 billion in infrastructure projects.

Matthew Bates supports DCCM’s growth strategy by identifying and evaluating potential partner firms and supporting efforts from initial outreach through integration. Nguyen Nguyen
Nguyen Nguyen is responsible for driving the many HR initiatives that progress the advancement and integration of DCCM and the Human Resources function and processes. He has over 30 years of experience in leading HRIS implementations, policy standardization, organizational realignments, integration, and payroll and benefits, including 15 years at AECOM as an HR Director. Nguyen has an Electrical Engineering degree from Texas A&M University.

Keith DeLuca
Keith DeLuca is a transportation executive with over 30 years of experience in traffic operations, project management, and leadership, delivering complex infrastructure and technology programs across Florida and the Southeast. He began his career with FDOT District 5, managing more than 100 design-build projects annually, leading rapid hurricane recovery signal restorations, and authoring the agency’s first statewide fiber optic standards. He has advanced ITS, EV, and Connected Vehicle initiatives from concept to deployment while supporting major regional safety and mobility projects. Keith holds a Bachelor of Science in Engineering Technology and is known for driving impactful, stakeholder-focused transportation improvements.

Scott Jones, PE, joined DCCM in October of 2023 and serves as President, S Texas. Scott has 35 years of experience designing and managing civil engineering projects. The first 18 years included single-family and multi-family residential and commercial developments in the Austin, Texas area. The last 17 years of his career have been in Corpus Christi and surrounding areas, where his design focus has been municipal engineering, primarily working for the City of Corpus Christi on their bond street projects. Scott’s other clients include surrounding municipalities, and recently, private clients in the residential and industrial markets.

Pete Petereson has over 30 years of diverse industry experience in growing market share and negotiating complex business transactions. Over the last nine years, Pete has led the Indiana Client Liaison team during a period of record growth, and his involvement with both clients and projects in the Architecture and MEP industries makes him well-positioned to now lead our Architecture and MEP teams into the future. Brian Rochester serves as Principal Advisor, Georgia, providing strategic guidance to office leadership while supporting major pursuits, key client relationships, and operational alignment across the region. With more than 30 years of experience in civil engineering and land surveying—and previous tenure as President over the Georgia offices—he brings deep institutional knowledge that continues to strengthen the firm’s presence throughout Georgia.

Rob A. Matthews III, PE serves as President, NE Florida for DCCM and brings 29 years of experience in civil engineering, land development, and infrastructure delivery. In this role, he provides executive leadership and strategic direction, overseeing multidisciplinary teams and guiding projects from concept through construction.
Throughout his career, Rob has worked with municipalities, regulatory agencies, and private-sector clients to deliver complex infrastructure and site development projects. His experience includes land development, utility infrastructure, stormwater management, and multi-agency permitting and coordination.
