Jack Miller
With more than 34 years of civil engineering experience, Jack Miller, the managing principal at RG Miller | DCCM, excels in planning, design, and construction management. His expertise spans master-planned land development projects, utility district initiatives, roadway facilities, and major capital improvement projects.
Jack’s extensive professional experience includes the successful management of the design and completion of master planned communities. He oversees a comprehensive range of responsibilities, from land-use planning to the preparation of bond application reports. This encompasses managing major thoroughfare planning, detention and drainage design, water and wastewater plant design, water distribution, wastewater collection systems, and the creation of municipal utility districts.
Mark Gehringer
Mark Gehringer, president of RG Miller | DCCM, is a registered professional engineer with more than 25 years of experience managing projects and leading teams in residential land development, municipal engineering, and drainage/water resources. He specializes in managing all aspects of master planned community land development, including planning, design, and construction activities; establishing and tracking project schedules; overseeing bid selections; and producing annual development budgets. In addition, he has coordinated national land development operations across the United States, creating and implementing uniform land development processes and procedures to streamline reporting nationwide.
Mr. Gehringer is currently a member of the Board of Directors for the Fort Bend Subsidence District, where he serves as chairman of the Science and Technology Committee. He has served as president of a municipal utility district and multiple HOAs. As a member of the Board of Directors for the West Houston Association he served as chair of the Sustainable Infrastructure Committee. He also served as vice-chair on the Executive Committee of the Katy Area Economic Development Council’s Board of Governors and on the Advisory Council of the Texas Association of Water Board Directors. He earned a Bachelor of Science degree in Civil Engineering from North Dakota State University.
Brett Binkley
Since 2002, Brett Binkley has served as CEO and Vice Chairman of BinkleyBarfield | DCCM, as well as Baseline | DCCM. Throughout his more than 30 years of experience, he has served as an advisor, mentor, and principal-in-charge on many projects for a variety of clients in the public and private sectors. This has included municipalities, local drainage and flood control districts, toll road authorities, municipal utility districts, and TxDOT.
Brett has dedicated his career to ensuring that quality and trust remain the foundation on which the company continues its growth. Moreover, he takes a personal interest in seeing that all engineering designs are produced to the highest quality and exacting client standards on time and within client budgets. Brett engages his staff in transformational leadership by role-modeling desired mindsets and behaviors to build strong and committed teams.
Brian Rochester
With a focus on marketing and business development, Brian K. Rochester assists clients with projects from the conceptual stage to point of execution. He has coordinated project feasibility issues such as zoning compliance, infrastructure requirements and other due diligence issues for a variety of clients as well as managed large infrastructure projects for large Master Planned and golf course communities.
Brian is a graduate of The Citadel in Charleston, South Carolina, where he graduated with a degree in Civil Engineering in 1987.
Kedrick Scott
Kedrick Scott is the Executive Vice President at Rochester | DCCM, bringing more than 30 years of experience in construction management, civil engineering, and land surveying. His practical, down-to-earth approach helps clients effectively achieve their development goals.
Outside of his professional work, Kedrick and his wife, Missy, are deeply involved in community service. They actively support their church and local initiatives, embodying a strong commitment to serving others that permeates both their personal and professional lives.
Kedrick earned his Bachelor of Science in Civil Engineering from Southern Polytechnic State University.
John Wanger
John Wanger, founding principal and CEO of Coastland | DCCM, is a registered professional civil engineer with over 39 years of civil engineering experience. His extensive experience includes providing all facets of capital project design, construction management, and an array of municipal engineering services for the firm’s clients throughout Northern California. John has served as the principal-in-charge on a variety of projects including transportation, water, wastewater, flood control/drainage and public facilities. Additionally, he has served as the contract City Engineer for seven cities and District Engineer for four Public Utility Districts.
Prior to founding Coastland Civil Engineering in 1991, John co-managed a branch office for a prominent municipal engineering firm. He also provided civil engineering design services in the land development sector.
Morals, ethics, and the cultivation of trustworthy client relationships form the cornerstone of John and the team he leads. With a deep respect for the use of public funds, Coastland | DCCM is committed to delivering the highest quality services to public agencies in a cost-effective manner.
Travis Williams
On August 1st, 2023, Travis was appointed to President of the company. Travis oversees all Construction Management activities at Coastland’s office in Auburn. He is experienced on a wide range of municipal projects, including water, sewer, interchange, bridge, and roadway improvements. Not only is Travis highly credentialed and registered as a Professional Engineer, but he also offers hands-on experience in the construction industry. This combination provides our clients with practical knowledge on any type of capital project. On all his projects Travis connects with the community and demonstrates his sensitivity to public needs, environmental requirements, and government requirements. Additionally, he has direct experience coordinating with Caltrans and administering State and Federal agreements for the clients we serve.
JD Allen
JD Allen, President and Principal Planner at ATG | DCCM, brings over 30 years of expertise in urban mobility planning, prioritization, safety oversight, public outreach, land use analysis, and federal compliance for States, MPOs, and transit agencies. Beginning as an MPO planner, he progressed to become the MPO Director for the Lake Charles Urbanized Area and later the Executive Director of a regional planning commission in southwest Louisiana.
An adept facilitator, JD excels in communicating, motivating, and fostering consensus among diverse groups. His leadership spans community-level mobility plans, regional efforts like Metropolitan Transportation Plans, and statewide planning initiatives. JD is a trusted partner to State DOTs, MPOs, and communities in the southern United States, managing traffic impact assessments for major industrial projects, including multibillion-dollar oil and gas facilities in Louisiana and Texas.
JD is affiliated with the American Institute of Certified Planners, the Institute of Transportation Engineers, and the World Safety Organization. He holds certifications as a Certified Safety and Security Director in both Rail and Bus and actively participates in several TRB committees.
Chad Wood
Chad Wood, PE, PTOE, brings over 25 years of transportation engineering experience to his role as Executive Vice President & Chief Operating Officer, showcasing exceptional leadership and technical proficiency. His career trajectory reflects a commitment to enhancing transportation infrastructure, leading to pivotal roles in designing and implementing projects that shape communities and improve lives. Collaborating extensively with municipal and DOT clients, Chad has developed a deep understanding of large-scale transportation initiatives, delivering superior results and exceeding client expectations consistently across various engineering facets.
As Executive Vice President and COO, Chad spearheads organizational strategies that align with the evolving needs of the transportation landscape. Valuing collaboration, he fosters a work environment where every voice is heard, empowering teams to leverage their talents and perspectives. Chad’s dedication to optimizing operational efficiency and maximizing organizational performance is evident in his strategic initiatives, which enhance productivity, streamline processes, and sustain growth. With a steadfast commitment to advancing transportation infrastructure, he continues to inspire colleagues, shaping the future with deliberate purpose and long-term vision.
Troy Woodruff
With decades of experience, Troy Woodruff has led and delivered major infrastructure projects as President/CEO of RQAW | DCCM. Prior to becoming an owner of the firm, he served as Chief of Staff and ran operations for the Indiana Department of Transportation. Troy also served in the Indiana General Assembly and has built three successful companies: RQAW | DCCM, BW Construction, and BW Development. His experiences and relationships throughout his career continually help him see the “big picture” for potential projects and discover new opportunities.
Troy’s philosophy on running a successful business is simple, yet it’s proven true for RQAW | DCCM: “Hire the most talented people you can find in their field, with good attitudes and personalities, and let them do their jobs. Support and take care of them, but trust them to get the job done on their own.”

Lisa Casler
As President of RQAW | DCCM, Lisa offers a fresh and unique perspective as a woman in a traditionally male-dominated industry. With over 27 years of experience in the transportation engineering industry, Lisa has made significant contributions to RQAW’s success in a variety of roles. She excelled as Director of Roadway Services as well as Division Director of Transportation, where she was responsible for overseeing the delivery of all transportation projects and services across seven departments. Her ability to lead has been instrumental in advancing the goals of the company, and she is committed to preserving the reputation RQAW | DCCM has built over the last seven decades.
Rob Matthews III
Rob Matthews III has built a thriving company by establishing solid, long-term partnerships with his clients through integrity, honest communication, and dependability. Rob serves as an advisor and principal-in-charge on every project, taking a personal interest in ensuring that project schedules and budgets are met, and clients receive high-quality deliverables. With a master’s degree in civil engineering from Clemson University and over 25 years of experience in land development, Rob provides an innovative approach and expertise to all phases of land development, civil engineering, and environmental and regulatory permitting.
Rob’s strong leadership, and invested interest in the growth of his employees, encourages development through all stages, forward-thinking, and thoughtful education for future engineers. He believes “the heart of any company is its people. Alex Acree
As the Vice President of Production at Matthews | DCCM, Alex brings extensive experience working across northeast Florida and southern Georgia. He not only provides high-quality, hands-on project management services but also leads our team of engineers through project conception, design, permitting, construction, inspections, and certifications for various developments and land use projects.
With a diverse portfolio, Alex has successfully managed projects ranging from large master drainage residential subdivisions to small commercial units with dry retention/detention facilities and underground stormwater systems. His role as VP of Production reflects his commitment to delivering top-notch project management services at Matthews | DCCM.
Billy Almaguer
Billy, as Vice President of Operations at Matthews | DCCM, brings a wealth of experience and expertise to his role. With a background in professional engineering, he oversees the company’s cultural initiatives and drives innovation across all levels. Billy’s meticulous attention to detail and proficiency in quality control, coupled with his extensive knowledge of civil site design, regulatory processes, and recreational facility design, ensure that projects meet the highest standards of excellence. Billy’s specialized skills in wetland and stormwater management have led to successful outcomes in diverse projects, from educational facilities to infrastructure development.
His leadership extends beyond technical domains, as he champions a vibrant company culture and fosters an environment conducive to innovation. Furthermore, in his capacity as VP, he prioritizes employee growth, empowering each team member to reach their full potential and contributing to the company’s overall success through a culture of continuous learning and innovation.
Chip Urban
Chip Urban is a second-generation Professional Engineer and Registered Professional Land Surveyor. He has served as Project Manager and Principal-in-Charge on countless public and private projects throughout the Texas Coastal Bend. His experience over the last 24+ years includes single- and multi-family residential projects of all sizes, master-planned communities, commercial development, and numerous school projects from K-12 to major universities. In addition, Chip’s public work experience includes utility master plans, wastewater collection and pumping projects, water distribution systems, and road projects.
Urban | DCCM has earned a reputation for delivering meticulous and comprehensive designs, treating their clients’ funds with the same care as their own. They live and work in the communities they serve and are proud to put their name on every they do.
D. Scott Jones
Scott joined Urban | DCCM in October 2023 and brought with him over 30 years’ experience as a civil engineer with expertise in land development and municipal civil engineering – the last 15 years being in Corpus Christi, Texas. Scott has established a reputation for providing quality designs and documents and for being responsive to his clients. Within a few months, Scott took over the management of Urban | DCCM and accomplished significant improvements to the organizational structure and productivity of the company and substantially improved client relations. On March 1, 2024, Scott was promoted to President of Urban | DCCM.
Through Scott’s strong and experienced leadership, Urban | DCCM looks forward to significant future growth of both project load and Client base.
Jim Urban
A senior engineer and Vice President in Urban | DCCM, James (Jim) Urban has over 42 years of broad experience ranging from design and master planning to assistance in project funding and City Engineer for numerous communities. His primary focus area is municipal services, including water and wastewater collection, treatment, and distribution systems; coordinated computer-operated electronic control systems; water pump stations; and a variety of community development paving and drainage projects. Among Mr. Urban’s impressive credits is his development of a program for capital impact fees, which was one of the first such programs approved in Texas. For two years, he was manager of the Nueces County Water Improvement District #4. He has represented the business sector on a number of committees and task forces, especially in the area of coastal management, providing a practical knowledge of the development process and a genuine concern for environmental issues.
As a Vice President of Urban | DCCM, he is responsible for the management of human resources, business operations, and in conjunction with Chip Urban, coordination of the firm’s business development.
Jason Bennecke
Jason has accumulated over 28 years of extensive civil engineering and management experience while working on various Caltrans projects in different capacities. As a Project Manager in Caltrans District 8 for the past five years, Jason has been responsible for successfully delivering and maintaining a project portfolio worth over $500 million, mostly interchange projects in various stages of PA/ED or PS&E. His practical experience includes design of roadways, streets, street lighting, drainage channels, drainage structures, storm drains, sanitary sewer, and structural work. He has broad experience in project coordination with Caltrans, utility companies, cities, state agencies, and private property owners.
Amr Abuelhassan
Mr. Abuelhassan has over 30 years of experience in project management, construction management, and civil engineering. His extensive construction management and administration experience and knowledge provide a solid foundation for the delivery of projects from inception to completion of construction. Mr. Abuelhassan’s experience includes working for Caltrans District 8 delivering projects on various routes within the District as a Project Manager and as a Resident Engineer. Mr. Abuelhassan’s experience also includes working for the County of San Bernardino Department of Public Works as a Resident Engineer where he performed the duties of construction manager on several successful projects. During his tenure, as Resident Engineer at the County of San Bernardino Department of Public Works, Mr. Abuelhassan delivered the largest transportation construction project in the County’s history, Ft. Irwin Road Widening and Rehabilitation Project.
Yvette Kirrin
Ms. Kirrin has over 27 years of extensive civil engineering experience in design, construction, and project management. Her experience includes freeways, roadways, streets, street lighting, drainage channels, and structures for public and state agency projects. Yvette is an active member of the following organizations: American Society of Civil Engineers (ASCE), Building Industry Association of Southern California, Inc. (BIA), Consulting Engineers and Land Surveyors of California (CELSOC), Institute of Transportation Engineers, Inc. (ITE), National Society of Professional Engineers Project Management Institute (PMI), Women’s Transportation Coalition (WTC), Project Management Institute, Project Management Training, 2002, certified Public Manager, State of Florida, Florida State Center for Public Management, 1998.
Jay Chastain
Jay Chastain is consistently broadening the scope of his knowledge for a greater purpose. His unending quest for a greater understanding of people and systems, and his ability to be agile and adaptable, is propelled by an authentic desire to see people succeed.
Jay is intentional about ensuring that the firm’s legacy is preserved, but he also incrementally invests in advances that serve both his team and his clients well. Jay’s role in the growth of the firm is rooted in his uncanny ability to identify and address opportunities for innovation.
Throughout his tenure at the firm, Jay’s steadfast guiding principle is his commitment to equipping experts with resources to propel the power of their expertise, and then to put those experts squarely in the driver’s seat.
Jay joined the firm in 2008 and was named President in 2014. He initially found his place at the firm by identifying opportunities and investing in solutions that would advance the company and empower its people, and this approach continues to inform Jay’s leadership style today.

He is also an active member of the Lakeland community, engaging with Habitat for Humanity, the LEDC, Florida Presbyterian Homes, the High Skill High Wage Board, and other community-focused groups and initiatives.
