Honoring Richard Arvizu’s National Recognition as an NSPE Fellow

DCCM is proud to celebrate Corporate VP, Infrastructure & Power, Richard Arvizu, PE, CFM, F. NSPE, on being named to the National Society of Professional Engineers (NSPE) Fellow Class of 2026. The Fellow designation honors engineers who go beyond technical excellence to shape the future of the profession through leadership, mentorship, and service. A dedicated member of both NSPE and the Texas Society of Professional Engineers (TSPE) for nearly 3 decades, Richard has demonstrated an unwavering commitment to advancing the engineering profession at both the state and national levels. His career reflects a strong focus on executive leadership, professional service, and the promotion of engineering licensure and ethical practice. Throughout his career, Richard has held numerous leadership roles within NSPE, TSPE, and the Preston Trail Chapter of TSPE, including chapter president and TSPE state president. During his 2024–2025 term as TSPE state president, he provided steady, inclusive leadership while representing more than 2,000 engineers across Texas. In this role, he strengthened collaboration among local chapters, state leadership, and national organizations, while also participating in regional meetings and cross-state initiatives. At DCCM, Richard’s work as an engineer reflects the depth of experience and public impact that the NSPE Fellow distinction recognizes. He leads complex municipal infrastructure projects for more than 25 cities and counties across Texas, bringing deep expertise in roadway reconstruction, water and wastewater systems, drainage solutions, and utility coordination. Through this work, he helps deliver the safe, resilient infrastructure that strengthens communities and exemplifies the technical excellence, leadership, and service at the heart of this honor. At the core of Richard’s work is a commitment to the principles championed by NSPE and TSPE: ethical practice, technical excellence, and service to the public. His recognition as an NSPE Fellow reflects these values in action. DCCM Announces Keith Ivy as VP, Water, Houston Municipal

DCCM is proud to announce the promotion of Keith Ivy, P.E., to Vice President, Water for the Houston Municipal Engineering division. This promotion reflects DCCM’s continued commitment to strengthening leadership within the organization and supporting the growth of our water infrastructure practice across Texas. In his new role as VP, Water, Keith will lead and oversee the Water Division, including the Infrastructure, Facilities, and Hydrology & Hydraulics (H&H) teams. He will continue driving operational excellence, supporting business development efforts, maintaining strong client relationships, and providing leadership and guidance to project managers and technical teams throughout the division. Keith joined DCCM in October 2015 as a Project Manager and has steadily advanced through leadership roles, most recently serving as Director of Water Infrastructure. Throughout his tenure, he has played an important role in the continued growth and success of the water infrastructure department through his technical expertise, leadership, and commitment to delivering high quality work for clients and communities. “Keith has consistently demonstrated strong leadership, technical expertise, and a commitment to delivering high quality work for our clients,” said David Kubala, P.E., Chief Operating Officer for Houston Municipal Engineering. “His contributions have played a key role in the growth of our water group, and I’m confident he will continue to drive success in his new role as VP, Water.” Keith’s promotion reflects DCCM’s commitment to developing leaders from within and recognizing individuals who continue to make a lasting impact on our organization, employees, clients, and communities.

DCCM Welcomes Back Jamie Herdocia as Managing Director, Pipeline Services

May 2026 DCCM is pleased to welcome back Jamie Herdocia, PE, MBA, as Managing Director, Pipeline Services. Jamie’s return represents a strategic investment in the continued growth and expansion of DCCM’s utilities practice, bringing proven project execution, team leadership, and strong client relationships back to the firm.   With nearly a decade of experience in natural gas utility design with CenterPoint Energy, Jamie specializes in pipeline projects across transmission and distribution systems. Her background includes natural gas project design, conflict analysis, subsurface utility engineering, environmental assessments, permitting, utility coordination, and construction management, as well as roadway and drainage design. In addition, she brings valuable experience supporting utility rate cases, including developing technical materials and contributing to regulatory filings and witness testimony. Jamie has also led gas compliance and operations organizations within highly regulated environments, overseeing multi-state programs and working closely with regulatory agencies to ensure alignment with federal and state pipeline safety requirements.  Jamie previously worked with DCCM, where she served as a Senior Project Manager and played a key role in delivering complex gas pipeline and utility relocation projects for major utility providers throughout the Houston region. During her earlier tenure, she supported numerous large‑scale pipeline and system-improvement projects for CenterPoint Energy. Her project experience includes oversight and design leadership of gas lines ranging from 2 to 18 inches in diameter, including plastic and steel infrastructure.   “Jamie’s return to DCCM is a tremendous asset to our utilities practice,” said John Jaeger, Sr. Vice President – SUE. “Her ability to lead teams, deliver complex pipeline projects, and build trusted client relationships, combined with her operational and regulatory experience, makes her the right leader to guide our pipeline services as we continue to grow and evolve.”  In her role as Managing Director, Jamie will serve as the primary design and project management leader for pipeline services, directing multidisciplinary teams of project managers, engineers, and technical staff across a diverse portfolio of projects. DCCM Announces Jack Shick as Managing Director, Traffic Planning, Texas

DCCM is proud to announce the promotion of Jack Shick, PE, PTOE, to Managing Director, Traffic Engineering, Texas. This promotion reflects the company’s commitment to strategic growth and the continued expansion of its transportation practice across Texas.  Jack brings more than 25 years of experience in traffic and transportation engineering, with a proven record of delivering innovative solutions for complex projects. His expertise spans traffic data collection, modeling, signal warrant analysis, safety analysis, traffic control design, signal timing development, and traffic calming. Jack has managed and designed traffic signal systems, conducted intersection analyses, and developed traffic solutions for a wide range of clients. Notably, he led the development of TxDOT’s new Cluster Analysis Guidebook and will present on this topic at the 2026 Spring TexITE Meeting in Houston on April 9.  Since joining DCCM  in 2022 as a Sr. Project Manager, Jack has played a pivotal role in advancing the firm’s traffic engineering capabilities. His leadership has been instrumental in projects such as the SH 40 Traffic Modeling in College Station, the University Line Bus Rapid Transit Traffic Modeling in Houston, and on-call traffic engineering services for the City of Pearland. Jack’s technical acumen and collaborative approach have consistently resulted in safer, more efficient transportation networks for communities across the region.  In his new role, Jack will focus on developing partnerships, growing the firm’s traffic practice, and leading strategic and complex traffic engineering projects. DCCM Welcomes Todd Hamilton as Sr. VP, Land & Site Development, Houston Municipal

February 2026  Todd Hamilton has joined DCCM as Sr. VP, Land & Site Development, Houston Municipal. Todd’s addition strengthens and expands DCCM’s ability to support complex land and site development projects for homebuilders, utility districts, and master planned communities across Texas. His background in leading large-scale developments, multidisciplinary teams, and public infrastructure initiatives directly enhances DCCM’s expertise for its clients and partners. Todd is a licensed professional engineer with over 20 years of experience managing projects, leading technical teams, and delivering complex developments in landscape architecture, public works, utility districts, and residential land and site development. He has previously held senior leadership roles with The Signorelli Company and Johnson Development Corp., where he oversaw significant community development initiatives throughout the region. He is an active leader in Houston’s development community, attending the Developer’s Council of the Greater Houston Builders Association and serving as a member of the Urban Land Institute and the West Houston Association. Todd also serves as a board member for the Central Fort Bend Chamber and Aristoi Classical Academy. Most recently, Todd led the underwriting, visioning, and launch of Fort Bend County’s largest master-planned community in over 40 years, Austin Point. The project is projected to serve more than 50,000 residents and includes over 1,600 acres dedicated to mixed-use development, including retail, office, education, medical, and residential space.
