Mill Creek K-8 Conversion & Renovation

Mill Creek K-8 Conversion & Renovation St. Augustine, Florida DCCM provided site planning, engineering, permitting, and construction engineering inspection services for the Mill Creek K-8 Expansion in St. Johns County, Florida. This project converted an existing K-5 campus into a K-8 facility to support the district’s continued growth and evolving educational needs. DCCM’s work included comprehensive site planning and civil engineering support to help the campus transition successfully, with attention to regulatory compliance, constructability, and maintaining safe, functional operations as improvements were delivered. Throughout the project, DCCM supported permitting coordination and provided CEI services during construction to help confirm the work was implemented in accordance with the approved plans and applicable requirements. DCCM was later engaged under an additional services agreement to provide civil engineering services for a cafeteria expansion and an outdoor dining pavilion at Mill Creek K–8 School. This effort expanded food service capacity and added outdoor gathering space to better serve increasing student enrollment. DCCM designed utility additions and grading improvements to support the new cafeteria and pavilion structures, and coordinated with the St. Johns River Water Management District to secure necessary permit modifications. The team prepared construction documentation and provided limited construction administration services to help ensure the improvements aligned with project requirements and regulatory expectations. Building on prior experience at the campus, DCCM leveraged familiarity with existing site conditions and infrastructure to streamline coordination, reduce risk, and support efficient, cost-effective delivery. The Pioneer School

The Pioneer School St. Augustine, Florida DCCM provided civil engineering and surveying services for The Pioneer School, an independent educational facility located in St. Augustine, Florida. The project involved developing conceptual site plan and construction plans to improve site drainage, circulation, and overall functionality while maintaining alignment with the school’s educational mission and available budget. Services included a boundary and topographic survey of the site, followed by preparation of conceptual site plans addressing vehicular access, parking, ADA compliance, and pedestrian circulation. DCCM developed construction documents  detailing site grading, stormwater improvements, and demolition of existing pavement. All work was completed in compliance with applicable City of St. Augustine codes. The firm also supported the client through agency coordination and informal permitting guidance. This project reflects DCCM’s ability to adapt civil design to the needs of small institutions, balancing regulatory compliance with practical, phased implementation strategies. Tocoi Creek High School

Tocoi Creek High School St. Augustine, Florida DCCM provided professional engineering associated with the design and permitting services to the Architect-of-Record for the proposed new Pacetti Lands High School located along International Golf Parkway, northeast of the Mill Creek Academy in St. Augustine, Florida. This new high school is situated on a 69-acre site and consists of five building which are comprised of classrooms, gym, cafeteria, auditorium and administrative office. The campus includes student, teacher and visitor parking, football field, baseball field, softball field, basketball courts and bus drop off area. Scope of work includes conceptual site plan depicting the location of buildings, parking, and stormwater management areas; engineering designs and construction plan preparation showing limits of land clearing and tree removal, demolition, site grading and earthwork, stormwater drainage systems, paving and water and sewer utilities. Offsite improvements associated with the high school include the addition of turn lanes, driveway design and modifications, and maintenance of traffic (MOT) plans and signing and pavement marking (S&PM) plans. Additionally, MDG is providing construction administration as well as prepared and processed applications to obtain permits with St. Johns County, SJRWMD and FDEP. Southpointe Village Apartments

Southpointe Village Apartments Fishers, IN DCCM was contracted as the architect, structural, and civil engineer for the design of the Southpointe Village apartments. This 4-story building, located in the City of Fishers’ downtown Nickel Plate District, is a unique opportunity to provide elevated subsidized housing to families and disabled individuals. While it can be challenging to find affordable housing in this fast-growing area, this new facility will add 70 one and two-bedroom units to the area. The facility boasts open-concept floorplans, a balcony or patio, full-sized washers and dryers, ceiling fans, and several energy-efficient features. DCCM’s overall design accommodates the City and its residents current and future needs by offering convenient local access, idyllic views, and an abundance of amenities. The 10,000-square-foot Highlands Fire Station serves the new Highlands area at Northstar Mountain Resort in the Sierra Nevada near Lake Tahoe, centered around the Big Springs Day Lodge and the Ritz-Carlton Hotel. Madison County Sheriff’s Office & Detention Center

Madison County Sheriff’s Office & Detention Center Anderson, IN DCCM and its design partners worked with Sheriff’s Department staff and County Administration to design a facility that not only meets the projected needs of Madison County but is also easily expandable, operationally efficient, technology state-of-the-art, and future-proofed against unforeseeable incarceration and legislation changes. The facility design elements have been optimized with a keen focus on inmate/staff safety and staff retention through provisions for a less institutional more normalized environment. The County’s goal is not to house inmates but to facilitate rehabilitation and reduce recidivism. The 155,000-sf. facility has an additional 22,000 sf. for future expansion and includes 22 classification units with 528 beds, expandable to over 700. Other spaces provided are medical/mental treatment, training facilities, and administrative space consisting of sheriff, investigations, and law enforcement. Delaware County Justice Campus

Delaware County Justice Campus Muncie, IN Challenge: Initially, DCCM was asked to determine the best means to accommodate the County’s long-term justice system space needs, including the expansion of existing facilities, building new on a greenfield site, and the consideration of several existing facilities for adaptive reuse. Solution: DCCM’s recommendation at the conclusion of the study was to purchase the vacant middle school and utilize it for the justice system’s needs. The County then hired DCCM to not only design the proposed facility but to also develop and construct the facility utilizing the Indiana’s Build, Operate, Transfer (BOT) statute. The Delaware County Justice Center project is an adaptive reuse project that converts a decommissioned middle school into a complete justice facility. It houses all county justice departments under one roof, including the prosecutor, probation, five courts, clerk, family support and IV-D court, sheriff’s office, community corrections, a 500-bed jail, and all necessary support and ancillary spaces. Included in the design are fully functional large-scale laundry and kitchen facilities, as well as ample space to build on and expand as needed in the future. The justice center is comprised of over 247,000-sf on two levels and all the departments are interconnected for maximum operational efficiency. The $47M project was completed in 2020 without a single change order to the owner. Hancock County Jail

Hancock County Jail Hancock County, IN Challenge: The Hancock County Board of Commissioners were seeking architectural design services to renovate the current county jail and community corrections building to include a new space for community corrections department, probation, and the Prosecutor. Solution: DCCM worked closely with the Hancock County Commissioners, Council, Sheriff, stakeholders, and staff to develop the space and operational requirements for two options (architectural space program), including the remodel of the existing facilities (courthouse, existing jail, and community corrections) and a proposed design for a new jail facility on County-owned farm land east of Greenfield. The County opted for the new, 117,000 square foot jail, master planned to allow for projected growth over the next 20 years, including a future Sheriff administration component and adjacent County/commercial development along US 40. The housing pods were designed for 440 beds with the shell space for an additional 136 beds. A future pod was master planned for an additional housing pod for up to 600 more beds. Support buildings for evidence, maintenance, etc., were also provided. In addition to housing, the jail included facilities for intake, booking, kitchen, laundry, and a small administration component. Estimated construction cost is approximately $38M.
