Madison County Sheriff’s Office & Detention Center Anderson, IN DCCM and its design partners worked with Sheriff’s Department staff and County Administration to design a facility that not only meets the projected needs of Madison County but is also easily expandable, operationally efficient, technology state-of-the-art, and future-proofed against unforeseeable incarceration and legislation changes. The facility design elements have been optimized with a keen focus on inmate/staff safety and staff retention through provisions for a less institutional more normalized environment. The County’s goal is not to house inmates but to facilitate rehabilitation and reduce recidivism. The 155,000-sf. facility has an additional 22,000 sf. for future expansion and includes 22 classification units with 528 beds, expandable to over 700. Other spaces provided are medical/mental treatment, training facilities, and administrative space consisting of sheriff, investigations, and law enforcement. Delaware County Justice Campus

Delaware County Justice Campus Muncie, IN Challenge: Initially, DCCM was asked to determine the best means to accommodate the County’s long-term justice system space needs, including the expansion of existing facilities, building new on a greenfield site, and the consideration of several existing facilities for adaptive reuse. Solution: DCCM’s recommendation at the conclusion of the study was to purchase the vacant middle school and utilize it for the justice system’s needs. The County then hired DCCM to not only design the proposed facility but to also develop and construct the facility utilizing the Indiana’s Build, Operate, Transfer (BOT) statute. The Delaware County Justice Center project is an adaptive reuse project that converts a decommissioned middle school into a complete justice facility. It houses all county justice departments under one roof, including the prosecutor, probation, five courts, clerk, family support and IV-D court, sheriff’s office, community corrections, a 500-bed jail, and all necessary support and ancillary spaces. Included in the design are fully functional large-scale laundry and kitchen facilities, as well as ample space to build on and expand as needed in the future. The justice center is comprised of over 247,000-sf on two levels and all the departments are interconnected for maximum operational efficiency. Hancock County Jail

Hancock County Jail Hancock County, IN Challenge: The Hancock County Board of Commissioners were seeking architectural design services to renovate the current county jail and community corrections building to include a new space for community corrections department, probation, and the Prosecutor. Solution: DCCM worked closely with the Hancock County Commissioners, Council, Sheriff, stakeholders, and staff to develop the space and operational requirements for two options (architectural space program), including the remodel of the existing facilities (courthouse, existing jail, and community corrections) and a proposed design for a new jail facility on County-owned farm land east of Greenfield. The County opted for the new, 117,000 square foot jail, master planned to allow for projected growth over the next 20 years, including a future Sheriff administration component and adjacent County/commercial development along US 40. The housing pods were designed for 440 beds with the shell space for an additional 136 beds. A future pod was master planned for an additional housing pod for up to 600 more beds. Support buildings for evidence, maintenance, etc., were also provided. In addition to housing, the jail included facilities for intake, booking, kitchen, laundry, and a small administration component. Estimated construction cost is approximately $38M. Vilano Beachfront Park 

Vilano Beachfront Park Vilano Beach, FL DCCM provided comprehensive concept planning, master planning, engineering, and landscape architectural services for Vilano Beachfront Park on Vilano Road in St. Johns County, Florida. The project aimed to seamlessly integrate the preservation of the natural coastal environment with the historic character of the area, creating a unique space for civic engagement and social recreation.  Key features of Vilano Beachfront Park include a 1,300-square-foot pavilion that seats up to 190 people, designed to host concerts, educational events, and community gatherings. The pavilion incorporates rotating panels, which can be opened to provide ocean views or closed for events, and is equipped with performance lighting that is directed away from the Vilano Town Center, also considering turtle nesting season regulations.  Additional upgrades to Vilano Beachfront Park focus on enhancing accessibility and visitor experience. These include new changing stations, a recreational area featuring a climbing play structure, new outdoor showers, renovated restrooms, and improved parking with restriping for ADA compliance. A mobimat provides accessible beach entry along the northern boundary, while updated dune walkovers, including an ADA-compliant viewing turnaround, allow easy access for all. Vilano Beachfront Park provides the only disability-accessible beach in St. Johns County, with a wheelchair-accessible path to the sandy beach and a wooden ocean-viewing ramp. Jacksonville Transit Authority St. Johns River Ferry Improvements

Jacksonville Transit Authority St. Johns River Ferry Improvements Jacksonville, FL DCCM provided services for the federally funded project for landside and waterside infrastructure improvements to the St. Johns River Ferry. Our team provided comprehensive landscape architectural services, including the design of landscape, irrigation, and tree mitigation plans to meet both Jacksonville Transit Authority (JTA) requirements and the City of Jacksonville (COJ) code. Throughout the design process, we adapted plans to accommodate necessary changes to roads, walkways, and ponds while ensuring compliance with all regulatory standards.  Given the proximity to the ocean, a coastal landscape palette was essential. Native Sabal Palms, Live Oaks, Pink Muhly grass, and Dwarf Yaupon holly were strategically incorporated into the design to provide shade, traffic calming, an inviting entry effect, foundation plantings, and screening. These Florida-sourced plants were chosen for their adaptability to the coastal environment, which will reduce long-term maintenance and watering requirements once established.  Irrigation design featured a low-volume drip irrigation system to optimize water efficiency and minimize waste. Westfield Fire Station No. 81

Westfield Fire Station No. 81 Westfield, IN Westfield Fire Station No. 81 is a single story, 35,000-sq.ft. facility that was completed in the Summer of 2023. The fire station is comprised of eight drive-through apparatus bays, including two maintenance bays. Living quarters house a bunk room with 17 individual sleeping rooms, a kitchen, dining room, and a day room all visually connected. The facility also includes a state-of-the-art fitness room with an overhead door for exterior access, as well as men’s, women’s, and unisex locker rooms. The administrative wing houses offices, a break room, a training room, and a baby box. A three-story training tower was constructed at the rear of the building to support a variety of firefighter training techniques. To ensure the health and safety of personnel, the apparatus bay is sealed and negatively pressurized, preventing exhaust, carcinogens, and other contaminants from entering living spaces. Westfield Grand Park Sports Campus

Westfield Grand Park Sports Campus Westfield, IN DCCM was charged with helping the City develop an architectural aesthetic for the new, 400-acre sports campus. The new facilities were expected to reinforce the aesthetic qualities of the City and serve multiple user groups, including the public, maintenance staff, campus administration, coaches, referees, and medical personnel. The concession buildings were designed to have an upper-level observation area for scouting and coaching. The first levels include full-service concession space, storage, and restrooms. The maintenance buildings include public safety offices, administrative functions, referee areas, restrooms, and a clinic. The two building types (nine total buildings) at Grand Park were designed to be durable for heavy public use and yet architecturally complementary to the surroundings, accommodating many different uses for the more than 500,000 visitors and users that attend events each year. Due to the park’s proximity to a privately owned airfield, DCCM also assisted with obtaining FAA permits for the high-mast lighting used to illuminate the outdoor fields throughout the park. Fishers Police Station

Fishers Police Station Fishers, IN The Fishers Police Station is a 48,000-sf, three-story facility completed in September 2018. The building is organized so that the divisions with the most public interaction are on the main level, with increased security as one moves vertically in the building. The station incorporates a secure sally port and is attached to a parking garage with secure patrol car parking. The exterior skin of the building takes advantage of the efficiencies of precast, while the interior of the building has an industrial aesthetic with exposed structure and sealed concrete floors. In addition to the police station, DCCM also designed the 240-space parking garage. The lower level of the garage has dedicated access secured for police use, and the upper levels are available for public parking. There are no sloped drives on the lower level, allowing for future police station expansion. Vincennes University French Quarters

Vincennes University French Quarters Vincennes, IN The property was designed with plazas, greenspaces, and activity nodes reflecting the 1800s New Orleans French Quarter Creole townhomes. A gateway plaza located at the intersection of Hart Street and 2nd Street to welcome students and visitors onto the campus. The gateway plaza also directs pedestrians onto the property to a courtyard highlighting the Schultz and Yocum Residence, commonly known as the Clay Tile House, and guiding them farther on to the William Henry Harrison Presidential Mansion and future Visitors Center. Additional plazas were designed at the intersection of 1st Street and Hart Street to activate the Riverwalk trail as well as allow the university and the downtown City of Vincennes to merge in unity. DCCM completed the architectural design, civil, and coordinated the mechanical, electrical, plumbing, and structural engineering. Phase I of the $15 million project was completed in August 2020 and Phase II was completed in August 2021. Hendricks County Jail

Hendricks County Jail Danville, IN DCCM led the Hendricks County Sheriff’s Department through their design process for a new jail facility and administrative offices. Completed in 2022, the 159,621-sq.ft. facility was designed with the future in mind, creating a space that not only fulfilled their immediate needs but also had the ability to adapt and change with the community. Our collaborative approach led to a highly operational and staffing efficient design that allowed the county to maintain their previous staffing levels while doubling the inmate bed count and created therapeutic spaces that enhanced rehabilitation. The goal was to accommodate the immediate and future needs of the County by creating the space to be easily expandable and operationally efficient with state-of-the-art technology.
