Channel deepening projects can cause salinity intrusion into freshwater portions of the river system resulting in significant water quality impacts to the ecosystem. A coarse-grid model of a portion of the St. Johns River was originally developed for the Jacksonville Harbor Deepening Project Feasibility Study. DCCM was contracted by the Jacksonville District USACE to develop, calibrate and validate a more comprehensive and representative hydrodynamic and salinity water quality model of the Jacksonville Harbor. The model incudes 121 miles of the St. Johns River, adjacent wetlands and freshwater tributaries. The newly calibrated and expanded 3-D hydrodynamic model was developed using a newly developed version of the Environmental Fluid Dynamics Code (EFDC) and was used to evaluate the impacts of the channel deepening on salinity intrusion and stratification in the St. Johns River. The new multiprocessor version of EFDC was used to improve runtimes and the SIGMA-ZED vertical layering option within the gridding package was used to improve computational efficiency and the simulation of vertical stratification. In order to assess navigation channel modification impacts to circulation processes and salinity in the St Johns River, DCCM performed two simulations covering a 5 year-long period (2017-2022). The first simulation represented the existing channel bathymetry without deepening and the second simulation included the with-project (channel deepened) condition. Simulated water levels, flows, velocity, water age as a measure of residence time, and salinity were compared for each simulation. Numerous diagnostic simulations were conducted to evaluate contributions to increased salinity, difference between project induced salinity increases and salinity increases related to other processes such as freshwater flow variations, subtidal variations, offshore salinity variations, sea level rise, variations of wind velocities and directions. To improve the simulation of freshwater contributions from the adjacent watershed, DCCM evaluated and recalibrated existing HSPF watershed model. DSLLC processed USGS flow and groundwater data for the HSPF model, recalibrated the HSPF model and extended the simulation period. DSLLC then linked the recalibrated hydrologic model results as input to the Jacksonville Harbor 3D EFDC hydrodynamic model to simulate a more natural stormwater response from freshwater tributaries. The model results with the new EFDC Pre-Project model showed improved calibration and much shorter runtimes. Lake Ariana Lakefront Park and Community Center Auburndale, Florida DCCM was contracted by the City of Auburndale to provide sitework construction drawings and permitting support for the redevelopment of Lake Ariana Park in Auburndale, Florida. The project included a new approximately 30,000-square-foot civic center with associated parking, a relocated boat ramp, boat house, dock, pavilions, a volleyball court, a children’s play area, and stormwater management facilities. The project was delivered as a design-build effort, with The Lunz Group serving as Architect and Springer Construction as the prime contractor. Throughout construction, DCCM provided ongoing project management and construction administration services, working closely with Springer Construction to support clear communication and timely issue resolution. Services included construction observations at critical milestones, review and approval of contractor submittals, responses to RFIs, and routine site walk-throughs. Mill Creek K-8 Conversion & Renovation

Mill Creek K-8 Conversion and Renovation St. Augustine, Florida DCCM provided site planning, engineering, permitting, and construction engineering inspection services for the Mill Creek K-8 Expansion in St. Johns County, Florida. This project converted an existing K-5 campus into a K-8 facility to support the district’s continued growth and evolving educational needs. DCCM’s work included comprehensive site planning and civil engineering support to help the campus transition successfully, with attention to regulatory compliance, constructability, and maintaining safe, functional operations as improvements were delivered. Throughout the project, DCCM supported permitting coordination and provided CEI services during construction to help confirm the work was implemented in accordance with the approved plans and applicable requirements. DCCM was later engaged under an additional services agreement to provide civil engineering services for a cafeteria expansion and an outdoor dining pavilion at Mill Creek K–8 School. This effort expanded food service capacity and added outdoor gathering space to better serve increasing student enrollment. DCCM designed utility additions and grading improvements to support the new cafeteria and pavilion structures, and coordinated with the St. Johns River Water Management District to secure necessary permit modifications. The team prepared construction documentation and provided limited construction administration services to help ensure the improvements aligned with project requirements and regulatory expectations. Building on prior experience at the campus, DCCM leveraged familiarity with existing site conditions and infrastructure to streamline coordination, reduce risk, and support efficient, cost-effective delivery. The Pioneer School

The Pioneer School St. Augustine, Florida DCCM provided civil engineering and surveying services for The Pioneer School, an independent educational facility located in St. Augustine, Florida. The project involved developing conceptual site plan and construction plans to improve site drainage, circulation, and overall functionality while maintaining alignment with the school’s educational mission and available budget. Services included a boundary and topographic survey of the site, followed by preparation of conceptual site plans addressing vehicular access, parking, ADA compliance, and pedestrian circulation. DCCM developed construction documents  detailing site grading, stormwater improvements, and demolition of existing pavement. All work was completed in compliance with applicable City of St. Augustine codes. The firm also supported the client through agency coordination and informal permitting guidance. This project reflects DCCM’s ability to adapt civil design to the needs of small institutions, balancing regulatory compliance with practical, phased implementation strategies. Tocoi Creek High School

Tocoi Creek High School St. Augustine, Florida DCCM provided professional engineering associated with the design and permitting services to the Architect-of-Record for the Tocoi Creek High School located along International Golf Parkway, northeast of the Mill Creek Academy in St. Augustine, Florida. This high school is situated on a 69-acre site and consists of five building which are comprised of classrooms, gym, cafeteria, auditorium and administrative office. The campus includes student, teacher and visitor parking, football field, baseball field, softball field, basketball courts and bus drop off area. Scope of work includes conceptual site plan depicting the location of buildings, parking, and stormwater management areas; engineering designs and construction plan preparation showing limits of land clearing and tree removal, demolition, site grading and earthwork, stormwater drainage systems, paving and water and sewer utilities. Offsite improvements associated with the high school include the addition of turn lanes, driveway design and modifications, and maintenance of traffic (MOT) plans and signing and pavement marking (S&PM) plans. Additionally, MDG is providing construction administration as well as prepared and processed applications to obtain permits with St. Johns County, SJRWMD and FDEP. Bridgewater Villages 12, 13, and 14

Bridgewater Villages 12, 13, and 14 Lakeland, Florida DCCM provided boundary and topographic surveys, civil site design, permitting and construction services for the Villages at BridgeWater; a 620-acre residential development in Lakeland, FL. Civil site design included existing conditions/demolition plan, site grading & drainage, stormwater management, water service connections, sanitary sewer connections, erosion control plan and a Stormwater Pollution Prevention Plan. Survey tasks included retracement of Interstate Right-of-Way, platting phase services, research of survey, and Public Land System records as well as deeds and easements of record. Additional tasks included establishing horizontal and vertical control untilizing both GPS and leveling from established NGS control and researching and depicting the FEMA flood zone. DCCM also performed topographic and boundary survey of the golf course property. DCCM also provided zoning support as well as permitting coordination with the City of Lakeland, the Florida Department of Environmental Protection (FDEP), and Southwest Florida Water Management District (SWFWMD), and the Federal Emergency Management Agency (FEMA) for a Letter of Map Revision based on Fill (LOMR-F). Lakeland Christian School Addition

Lakeland Christian Academy Addition Lakeland, Florida In 2022, DCCM teamed with Rodda Construction to provide construction staking services for the three-story, 42,000-square-foot high school addition to Lakeland Christian School. Our survey team provided construction staking, which included vertical and horizontal locates. The completed high school addition includes 27 classrooms, a special programs suite and a science lab. Construction was completed in time for the 2023-24 school year. Vilano Pier Floating Dock

Vilano Beach Floating Pier Vilano Beach, Florida DCCM provided engineering design services for a 100-foot floating dock installed perpendicular to the Vilano Pier in St. Johns County, Florida, enhancing boater access to the Vilano Town Center. The project required careful evaluation of challenging site conditions, including heavy boat traffic, wind-driven wave action, and strong tidal currents. Our team conducted a comprehensive review of existing conditions and anticipated loading requirements to inform the development of performance-based design specifications for the floating dock system and associated gangways, ensuring long-term functionality and durability. In collaboration with subconsultants, DCCM supported the project through bathymetric surveying and water quality analysis to assess water circulation and flushing characteristics critical to the dock’s performance and environmental compliance. The team also coordinated permitting efforts with regulatory agencies, including the Florida Department of Environmental Protection (FDEP) and the U.S. Army Corps of Engineers (USACE). During construction, DCCM provided ongoing support through contractor submittal reviews and coordination, helping to ensure the project was delivered in accordance with design intent and regulatory requirements.
