Vilano Beachfront Park Vilano Beach, Florida DCCM provided comprehensive concept planning, master planning, engineering, and landscape architectural services for Vilano Beachfront Park on Vilano Road in St. Johns County, Florida. The project aimed to seamlessly integrate the preservation of the natural coastal environment with the historic character of the area, creating a unique space for civic engagement and social recreation.  Key features of Vilano Beachfront Park include a 1,300-square-foot pavilion that seats up to 190 people, designed to host concerts, educational events, and community gatherings. The pavilion incorporates rotating panels, which can be opened to provide ocean views or closed for events, and is equipped with performance lighting that is directed away from the Vilano Town Center, also considering turtle nesting season regulations.  Additional upgrades to Vilano Beachfront Park focus on enhancing accessibility and visitor experience. These include new changing stations, a recreational area featuring a climbing play structure, new outdoor showers, renovated restrooms, and improved parking with restriping for ADA compliance. A mobimat provides accessible beach entry along the northern boundary, while updated dune walkovers, including an ADA-compliant viewing turnaround, allow easy access for all. Vilano Beachfront Park provides the only disability-accessible beach in St. Johns County, with a wheelchair-accessible path to the sandy beach and a wooden ocean-viewing ramp. Stillwater Residential Development

Stillwater Residential Development St. Johns, Florida DCCM provided professional engineering services for the Stillwater development, an age-restricted community featuring 550 single-family and multifamily duplex units, along with an 18-hole golf course and associated amenities, infrastructure, and roadway design. The development included an 18,828 SF clubhouse building, 2,109 SF aquatics building with a pool, a 600 SF driving range concession and restroom building with associated driving range bays, and a 9,098 SF maintenance facility. Additional recreational features encompassed a 2.5-acre driving range, two full-size tennis courts, two full-size pickleball courts, a bocce ball court, and special event lawn space.  Our team coordinated the design and permitting with St. Johns County, the Water Management Distrcit, JEA, Florida Department of Environmental Protection, and Army Corps of Engineers. DCCM was also responsible for certifications of the completed construction, which required routine site visits throughout construction, an as-built review, and a thorough assessment of all testing documents. The project included over 10,000 feet of 24-inch reclaimed water main, along with more than 10,000 feet of both water main and sanitary force main of various sizes less than 24″ in diameter to support the community’s infrastructure needs. The onsite utilities were also designed through detailed coordination with JEA staff to ultimately provide a looped connection between existing infrastructure within Veterans Parkway and CR 210.   At a Glance 784 Acres $932,000 Project Cost 2023 Development of the Year Honorable Mention by Golf Inc. St. Johns County Health & Human Services Center

St. Johns County Health & Human Services Center St. Augustine, Florida DCCM provided engineering services for the Health & Human Services facility located near the St. Johns County office complex. Completed in three phases, the project encompasses over 40,000 square feet of building footprint on a 16-acre site. Notably, the Center’s stormwater facility includes a wet detention pond paired with two bio-retention ponds, providing diversity of landscaping to the site. Project scope included complete civil site design, stormwater and utilities infrastructure design, and permitting with St. Johns County, City of St. Augustine, FDEP and SJRWMD.   Our team coordinated and managed all aspects of this project and worked closely with the building architect, St. Johns County Construction Services, and St. Johns County Survey Department. We coordinated with subconsultants to determine the wetland line and flood plain impact, and conduct geotechnical investigations. We also worked with the City of St. Augustine Public Works Department, as the City provided utility service to this site, and USACE to obtain permitting for this project. Jacksonville Transit Authority St. Johns River Ferry Improvements

Jacksonville Transit Authority St. Johns River Ferry Improvements Jacksonville, Florida DCCM provided services for the federally funded project for landside and waterside infrastructure improvements to the St. Johns River Ferry. Our team provided comprehensive landscape architectural services, including the design of landscape, irrigation, and tree mitigation plans to meet both Jacksonville Transit Authority (JTA) requirements and the City of Jacksonville (COJ) code. Throughout the design process, we adapted plans to accommodate necessary changes to roads, walkways, and ponds while ensuring compliance with all regulatory standards.  Given the proximity to the ocean, a coastal landscape palette was essential. Native Sabal Palms, Live Oaks, Pink Muhly grass, and Dwarf Yaupon holly were strategically incorporated into the design to provide shade, traffic calming, an inviting entry effect, foundation plantings, and screening. These Florida-sourced plants were chosen for their adaptability to the coastal environment, which will reduce long-term maintenance and watering requirements once established.  Irrigation design featured a low-volume drip irrigation system to optimize water efficiency and minimize waste. Butler Beach Drainage & Stormwater Master Plan

Butler Beach Drainage and Stormwater Master Plan St. Augustine, Florida DCCM was tasked by St. Johns County to analyze the Butler Beach region’s drainage characteristics and study of how the region’s various sub-regions interact with each other. Our staff reviewed the existing drainage basin and identified areas of concern, which included the watersheds and stormwater infrastructure within the Butler Beach drainage area. Data was collected and analyzed from FEMA historic claims, Florida Department of Transportation infrastructure, field observations, Natural Resources Conservation Service (NRCS) soils information, current St. Johns River Water Management District permits, National Oceanic and Atmospheric Administration (NOAA) storm data, multiple field surveys and observations along with other data sources.  In addition, a community forum/public meeting was held to identify other potential deficient areas. Each sub-region was evaluated, and recommendations were made for improvements. Maintenance considerations, capital costs and overall construction feasibility were considered. Panther Parkway Sebring, Florida PHASE I – In fall 2001, DCCM completed the design for widening approximately one mile of Fairmount Drive from a two-lane local road to a five-lane major collector with sidewalks. Construction was completed by the end of 2002 at a cost of $500,000. PHASE II – DCCM supported the County by designing highway lighting and signalization for six intersections and preparing the design and permitting for six stormwater retention ponds along the two-mile route. PHASE III – In January 2017, DCCM contracted with the Highlands County Board of County Commissioners to modify the design of a 4.3-mile segment of Sebring Parkway Phase III between Sebring and Avon Park. The original design and permit, completed by others, proved cost-prohibitive and jeopardized an FDOT CIGP Grant. Leveraging our expertise in stormwater permitting, DCCM redesigned the entire roadway and modified the Environmental Resource Permit, managing $3.2M in FDOT funding. Construction, estimated at $8M, began in March 2018. By August 2019, the north-end connection to the Memorial Drive Roundabout was completed, and the Sebring Roundabout (formerly Panther Parkway) on the south end was finished by year-end 2019. PK Avenue Stormwater & Roadway Improvements Auburndale, Florida DCCM provided watershed planning, conceptual design, feasibility analysis, surveying, and cooperative funding support to develop a concept improvement plan for 3,500 linear feet of PK Avenue.  As the gateway to downtown Auburndale, the City sought improvements that would not only resolve chronic roadway flooding and enhance stormwater quality for the 261-acre urban drainage basin but also improve neighborhood aesthetics and add a pedestrian trail for recreation.  The recommended concept redeveloped PK Avenue from four lanes to two and incorporated low-impact development techniques, including bio-retention swales, on-street pervious parking with subsurface storage, and a one-acre retention pond. Our team also assisted the City in securing $1.3M in cooperative funding from the Southwest Florida Water Management District (SWFWMD).
