Pickens County SPLOST Program & Capital Improvements

DCCM provided strategic consulting and technical support to Pickens County in the successful development and passage of a Special Purpose Local Option Sales Tax (SPLOST) referendum, enabling the County to fund critical capital improvement projects. Through close coordination with County leadership, DCCM helped identify priority needs, define project scopes, and support the planning efforts necessary to advance a voter-approved funding program.
Following the successful SPLOST referendum, DCCM was selected to deliver multidisciplinary design services for three key projects funded through the program: the renovation and expansion of Roper Park, a new Tax Commissioner Building, and a new Public Safety Facility with E911 and emergency operations capabilities. DCCM is providing program management, surveying, civil engineering, architecture, and landscape architecture services through a coordinated, multi-office team.
The Roper Park project includes a comprehensive upgrade to a 120-acre recreational facility, featuring a new aquatics center, athletic field improvements, expanded parking, and enhanced internal circulation. The Tax Commissioner Building will provide a modern, efficient administrative facility that reflects the County’s heritage, while the Public Safety Facility will support essential emergency response functions with resilient design features.
This project demonstrates DCCM’s ability to guide clients from funding strategy through implementation—aligning community priorities with achievable project delivery through successful referendum support and integrated design services.
